He then served as a clerk to federal appellate judge, 1975-'76; and lost races for U.S. House, in 1978 to Jim Sensenbrenner, author of the Patriot Act, and 1988 to Jim Moody, and narrowly lost the U.S. Senate Democratic primary to Ed Garvey in 1986. The Shepherd Express newspaper describes Flynn as such : "Flynn is an excellent politician from a campaign point of view. When he's going door-to-door, he's smooth, articulate, and not afraid to challenge someone who disagrees with him. He has a tremendous ability to remember people's names, a key to any good pol. His handshake is as forceful as his political views and persuasiveness. It's the so-called retail politics (door-to-door campaigning) that Flynn excels in. On the trail he pumps himself up by repeating "this is great, this is great" as he walks from door-to-door."
Flynn is rumoured to be the odds on favorite to recapture the Wisconsin Attorney General's office in 2010. He was co-chair for Governor Jim Doyle's campaigns and Doyle's sister has been co-chair of his previous Congressional campaigns.
